Article 35 paragraph 2 also explains that the higher education curriculum is developed by each university with reference to the National Higher Education Standards for each study program which includes the development of intellectual intelligence, noble character, and skills. The roadmap shows that the curriculum structure consists of 20 courses, covering university, compulsory, and elective courses.
